I downloaded the software and cannot open it up. It wants an app to open it and I don't know what to use?
OR how do I open the download.

Welcome aboard! Sorry you have had trouble – and for the delay in responding.
To download Goalscape Desktop, please follow the steps on our website. Note that Step 1 is to install Adobe AIR: this is required to run the GoalscapeDesktop.air installer file that you download and Run in Step 2.
If you are downloading the GoalscapeDesktop.air installer file (rather than selecting the Run option), please ensure that you maintain the '.air' filename suffix – some OS try to change it to '.zip' (or some other suffix) in the Save window – and Save it to your Desktop (rather than some other location). From your description, it appears that you have Saved the GoalscapeDesktop.air installer file; but it may have the wrong suffix.
When you have installed Adobe AIR and the Desktop installer file has the correct '.air' suffix it will run with a double-click and install the software.
If problems persist, please post again with the following details:
Make and model of your machine
Operating System and version (eg 'Windows 10')
Confirmation that you have the latest Adobe AIR installed
Screenshots of any error messages you are seeing.
