Can I ask about Flash? I thought is was being phased out. Do I need it for goalscape?

Yes: right now Goalscape Online requires the latest Adobe Flash Player installed on your machine and Enabled/Allowed in your browser.
Watch out for announcements... And stay safe!

Regards the desktop version.... I just downloaded it, but I don’t see any way to sign in and see the goals I set on the web app - is it a standalone?
Perhaps its best for me to stay with the web app subscription and wait for 3.0?

Yes: Goalscape Desktop and Goalscape Online are separate (yet compatible) products: Desktop is a standalone desktop application available to download (all the software and data are on the local machine); and Online is a web application accessed via the browser (all the software and data are on our secure servers).
There is though no automatic 'sync' between the two, so to avoid version control issues you can simply use Online.
Note too that you can access your Online projects on any iOS or Android phones and tablets if you use the Goalscape Mobile app (search the App Store or Play Store for 'Goalscape').
There are more details about Goalscape Online in the attached pdf.
If there is anything you need please post again.
Keep looking after yourself – and everyone else!
