Trying to move a subgoal to different position
Good Afternoon,
I am trying to drag and drop subgoals to change their order and when I "drop" the subgoal a neighbor goal is created rather than just moving above or below the subgoal where I am placing it. I have tried to drop it in several different positions where the red line pops up and it always creates a neighbor.

Sorry you have had trouble.
Yes: when you use the mouse (or trackpad) to drag a goal to a different position, a red bar will indicate any 'permissible landing point' where you can drop the goal: this can be either as the sole subgoal of a new parent, or as a neighbor of an existing subgoal of that parent.
I am glad to say that drag and drop is working as expected in all our tests and we have not heard from anyone else who is having any trouble with it.
From your description though, it appears that you may be attempting to drag a goal into a position 'above' a target goal (ie to make the dragged goal the parent of the target). That move is not supported: you can only move goals as subgoals or neighbours of the target goal (as indicated by the red bar) – you cannot 'insert' them between an existing parent and any of its subgoals. So if you want to drag Goal A to become the parent of Goal B (under its existing parent C), you will need to drag Goal B to make it a subgoal of Goal A, then drag Goal A (with its new subgoal B) to become a subgoal of Goal C.
If I have misunderstood what you are asking here, please post again – ideally with screenshots to illustrate the problem. In case you are having trouble dropping a goal in a valid location, this may be a browser issue – so you can also try refreshing the page, or sign out of Online, clear your cache, restart your browser and sign in again.
Note too that to check possible locations you can also Cut and Paste goals using the Goal Edit menu options and the hotkey shortcuts Ctrl+ X and Ctrl+ V (which apply to the selected goal); and the right-click context menu options (which apply to the right-clicked goal, regardless of the goal selected). When you Paste a goal, it will always appear as a subgoal of the target goal (selected or right-clicked); and if that goal already has subgoals the Pasted goal will appear in 'last place' on the parent (the furthest clockwise). Once you have Dropped a goal you can definitely drag it to a different position (relative to its neighbours) on its new parent.
